More simply than in most states, with a few rules that trip sellers up. Massachusetts has a single statewide sales tax rate and no city or county sales taxes, so the rate does not change with the delivery address inside the state.
The complication is in what is taxed. Most clothing and footwear is exempt, but only up to a price threshold per item. Above the threshold, tax applies only to the amount over it, not to the whole price. Accessories, jewelry and specialized athletic or protective gear are treated differently from ordinary clothing. Most groceries are exempt, while prepared meals carry their own tax.
The state also holds a sales tax holiday weekend, usually in August, when most retail items under a set price are not taxed. A store has to classify each product correctly and switch the holiday on and off at the right times. We configure the tax engine, or connect a service such as Avalara or TaxJar, and your accountant should confirm the setup.
Overnight delivery that never touches a weekend, and honest terms. New England seafood, especially live lobster, is shipped to customers across the country, along with chowders, baked goods and other regional specialties. The product is alive or highly perishable, and a day's delay ruins it.
We build the rules into checkout. The customer chooses a delivery day from those that are possible, which excludes days the carrier does not deliver and avoids parcels sitting over a Sunday. Only overnight services are offered for live items. Orders have a cut-off time, and holiday weeks, when demand is highest, get their own calendar with earlier deadlines.
The product page says exactly what will arrive, how it is packed, what to do on receipt and what your policy is if something arrives dead or late. Recipients need to be home, so the buyer is asked to confirm. Gift orders are common, with a separate recipient and a message. Weather holds, in summer heat or a winter storm, are communicated before the order ships, not after.
Through procurement rules, not shopping carts. Greater Boston has an extraordinary concentration of research institutions, and around them are suppliers of reagents, consumables, instruments, software and services. The person choosing the product is a scientist or lab manager. The person paying is a purchasing department.
A store for these buyers needs institutional accounts with negotiated pricing, the option to pay by purchase order on terms, quotes that can be saved and turned into orders, and invoices in the format accounts payable requires. Most universities and nonprofit hospitals are exempt from sales tax, and their exemption certificate has to be on file and applied automatically.
Larger institutions buy through their own procurement systems and expect suppliers to connect, so that a buyer shops your catalog from inside their system and the order returns for approval. Personal information is encrypted in transit and where it is stored on portable devices. Access is limited to staff who need it, with individual accounts and strong passwords. Vendors who handle the data are chosen and bound by contract to protect it.
